HEC CGPA to Percentage Calculator
There is no "multiply by 25" rule in HEC's policy. Clause 13.1 of the HEC Examination Policy Guidelines gives a fractionalized grading table that pairs grade-point bands with percentage bands, and the note beneath it sets the conversion: a student with any CGPA is given the minimum percentage of the corresponding band. HEC's own example is a CGPA of 3.00, which falls in the B band (2.67–3.00, 71–74%) and therefore equals 71%.
The bands are uneven, which is why the result sometimes surprises people. A CGPA of 3.34 jumps to the A- band and 80%, while 3.33 is still B+ at 75%. The top band, A, runs from 3.67 to 4.00 and is "85 and above", so a CGPA of 3.67 and a perfect 4.00 both convert to 85% under this rule. From 0.10 to 1.00 is D (50%), and 0.00 is F, below 50%.

The official HEC CGPA to percentage rule
Rules from the HEC Examination Policy Guidelines (semester system), Higher Education Commission (HEC) Pakistan:
- GPA = Σ(course credit hours × grade point earned) ÷ total semester credit hours; CGPA = the same over all courses taken in all semesters (clause 14). A 0.00–4.00 scale is recommended to all HEIs.
- Clause 13.1 (fractionalized grading) maps grade-point ranges to percentage ranges. A student with a given CGPA is given the minimum percentage of the corresponding band — e.g. CGPA 3.00 = 71% (note to 13.1).
- Minimum CGPA to complete the degree: 2.00 for BS and 2.50 for MS/MPhil (clause 15.1).
- An undergraduate may repeat a course graded below C; both grades stay on the transcript but only the better one counts in the CGPA (clause 9.2). A W (withdrawal) has no effect on the CGPA; withdrawing after week 6 is an F that counts (8.4, 8.5).
